The Associated Press William Browder, a U.S.-born, Britain-based financier who spearheaded the Magnitsky Act, a U.S. law targeting Russian officials, was briefly detained this morning in Spain on a Russian warrant, which authorities later said had expired. He was released from a Madrid police station.
