Thomas Michael McDowell, age 61, beloved son of Nancy Wilson McDowell and the late Charles A. McDowell, died unexpectedly on Friday, August 9, 2013.

Mike was born in Jackson, Tennessee on April 18, 1952.

He was a graduate of Jackson High School and earned a bachelor’s degree in political science and a master’s degree in public administration from Memphis State University.

Mike served as a city manager in cities in Tennessee, Georgia, Arkansas and Missouri.

For most of his career, he served in the St. Louis area.

He was also a public administration instructor at the University of Missouri at St. Louis.

Mike was honored for his work to improve race relations and to educate young children in the area of civic responsibility. He promoted and participated in community theater. He was also a very active member of St. Timothy’s Episcopal Church in Creve Coeur, Missouri.

Survivors include: his mother, Nancy Wilson McDowell; his wife, Teresa Wolfe McDowell; his sons, Brian McDowell, Jeffrey McDowell (Michelle) and Chase McDowell; his grandchildren, Caleb McDowell, Colin McDowell and Ella McDowell; a sister, Donna McDowell Herndon (Philip); a brother, Chris McDowell (Shirley); and numerous members of his and his wife’s extended families who cherish memories of him.

The receiving of friends was from 3 to 8 p.m. on Sunday, August 11th, at Ortman-Stipanovich Funeral Home in Creve Coeur, Missouri.

The Memorial service was held at 10 a.m. on Monday, August 12th, at St. Timothy’s Episcopal Church in Creve Coeur.
