The Trump administration said Monday that taxpayer-funded family planning clinics must immediately stop referring women for abortions.

The Health and Human Services Department said it had formally notified clinics it would start enforcing the ban, as well as a requirement for clinics to have separate finances from abortion providers. Religious conservatives praised the move. Medical groups and women’s rights organizations criticized it.

The rule is widely interpreted as an attack against Planned Parenthood, which provides taxpayer-funded family planning services and health care to low-income women, and abortions to women paying separately. Planned Parenthood President Leana Wen said “our doors are still open” as the group and others challenge the rule in court.
