City of Jackson, Tennessee Chief of staff to Mayor Scott Conger indicted on stalking and electronic tracking charges

An investigation by special agents with the Tennessee Bureau of Investigation has resulted in the indictment and arrest of the Chief of Staff for Jackson, TN on charges including electronic tracking of a motor vehicle and stalking.  

At the request of 26th Judicial District Attorney General Jody Pickens, in September 2023, TBI special agents began investigating allegations of an electronic tracking device placed on a citizen’s vehicle in Jackson.

After the conclusion of the investigation, General Pickens recused his office and requested a special prosecutor be appointed to handle the matter.

As a result, D. Michael Dunavant and Meghan Fowler of the Tennessee District Attorneys General Conference were both appointed to represent the state.

During the investigation, agents determined that, in January of 2023, Roland Alexander “Alex” Reed, was responsible for placing the tracking device on the vehicle without the owner’s consent and monitored it for a period of time. 

On Monday, a Madison County Grand Jury returned an indictment charging Reed (DOB: 9/26/83) with one count of Electronic Tracking of a Motor Vehicle and one count of Stalking.

Today, Reed surrendered to law enforcement and  was booked into the Madison County Jail, pending the setting of a bond by the Court.


Note: Everyone seems to be not introducing the elephant in the room….. whom was Mr. Reed stalking. Who pressed charges? We really don’t have to wait to trail date but there seems to be some sort hesitation by both the court and Mayor’s office as to whom he was stalking and to what sex that the victim was.


Mayor Scott Conger has released a full statement:

I wish to address a matter that has come to the public’s attention involving a member of our leadership team. It has been reported that Mr. Roland Alexander “Alex” Reed, the Chief of Staff, has been placed under investigation by the Tennessee Bureau of Investigation (TBI) on serious charges, including stalking and unauthorized electronic tracking of a motor vehicle.

Mr. Reed has cooperated with the authorities and turned himself in to face these allegations.

In light of these developments, Mr. Reed has been placed on administrative leave without pay and has relinquished all city-issued items, as per our standard protocols in such situations. We are committed to ensuring that the City of Jackson’s operations remain unaffected and continue to serve the best interests of our community during this period.

As we navigate through this challenging time, it is crucial to remember the foundational principle of our justice system – the presumption of innocence until proven guilty. It is important that we allow the legal process to unfold in a fair and just manner for all parties involved.
